       MACP (MODIFIED ASSURED CAREER PROGRESSION SCHEME) INTRODUCED ON 1.9.2008 ON THE RECOMMENDATION OF 6TH CPC IN MODIFICATION OF THE EARLIER ACP SCHEME

       EARLIER ACP SCHEME (ASSURED CAREER PROGRESSION SCHEME) WAS EFFECTIVE FROM 9.8.1999 ON THE RECOMMENDATION OF 5TH CPC

       EARLIER TO THAT ?????

       IN ACP SCHEME TWO FINANCIAL UPGRADATIONS WERE ADMISSIBLE ON COMPLETION OF 12 AND 24 (12 AND 24) YEARS

       BUT THESE WERE IN THE ADMINISTRATIVE HIERARCHY AS AGAINST THE HIERARCHY OF GRADE PAY IN THE 6TH PAY COMMISSION

       LET US UNDERSTAND WITH THE HELP OF AN EXAMPLE

       SUPPOSE THERE IS A HIERARCHY IN WHICH PROMOTION IS FROM Rs.6500-10500 (L-8) TO Rs.10000-15200 (L-11) AND FROM Rs.10000-15200 TO Rs.14300-18300 (L-13)

       SUPPOSE AN OFFICER IS PROMOTED FROM Rs.6500-10500 TO Rs.10000-15200 IN 8 YEARS

       THEN IF HIS NEXT PROMOTION IS DELAYED HE WILL BE GRANTED ACP IN Rs.14300-18300 (L-13) AND NOT IN Rs.12000-16500 (L-12) BUT

       ONLY AFTER 16 YEARS (AT THE END OF A TOTAL OF 24 YEARS)

UNDER MACPS, HOWEVER, THE LEVEL AT THE TIME OF FU CAN, IN SOME CASES, BE LOWER THAN WHAT IS AVAILABLE AT THE TIME OF REGULAR PROMOTION.

IN SUCH CASES, THE HIGHER LEVEL ATTACHED TO THE NEXT PROMOTION POST IN THE HIERARCHY WILL BE GIVEN ONLY AT THE TIME OF ACTUAL PROMOTION

HOWEVER NO OFFICER WILL BE STAGNATING AT ANY LEVEL BEYOND 10 YEARS TILL THREE UPGRADATIONS/PROMOTIONS

       LET US UNDERSTAND WITH THE HELP OF AN EXAMPLE

       SUPPOSE THERE IS A HIERARCHY IN WHICH PROMOTION IS FROM GP Rs.4800 (L-8) TO GP Rs.6600 (L-11) AND FROM Rs.6600  TO Rs.8700 (L-13)

       SUPPOSE AN OFFICER IS PROMOTED FROM GP Rs.4800  TO GP Rs.6600  IN 8 YEARS

       THEN IF HIS NEXT PROMOTION IS DELAYED HE WILL BE GRANTED MACP IN GP Rs.7600 (L-12)  AND NOT IN GP Rs.8700

       BUT AFTER 10 YEARS (AT THE END OF A TOTAL OF 8 + 10 = 18 YEARS)

       THE GP OF Rs.8700 WILL BE GIVEN AT THE TIME OF ACTUAL PROMOTION

       THUS IN MACP THREE FINANCIAL UP-GRADATIONS ARE ADMISSIBLE ON COMPLETION OF 10, 20 AND 30 (10+10+10) YEARS OF CONTINUOUS REGULAR SERVICE

       IN OTHER WORDS IF THE FIRST PROMOTION IS GIVEN AT THE END OF 5 YEARS AND THEREAFTER THERE IS NO PROMOTION FOR 10 YEARS, S/HE WILL BE GIVEN SECOND MACP AFTER 5+10 I.E. 15 YEARS

       SUPPOSE FIRST PROMOTION IS GIVEN AT THE END OF 5 YEARS AND SECOND PROMOTION IS GIVEN AT THE END OF NEXT 8 YEARS, HE WILL BE GIVEN THIRD MACP AFTER 5+8+10 I.E. 23 YEARS

       NOT APPLICABLE TO ORGANIZED GROUP A SERVICE

       ALSO NOT APPLICABLE TO CASUAL EMPLOYEES, INCLUDING THOSE GRANTED 'TEMPORARY STATUS’ CONTRACT AND AD HOC EMPLOYEES

       PLACEMENT IN THE NEXT HIGHER LEVEL IN THE HIERARCHY OF LEVELS RECOMMENDED BY 7TH CPC

       MEANING THEREBY THAT IN THE 7TH CPC NO CHANGE IN THE UPGRADATION SCHEME

       ADMISSIBLE UP TO LEVEL 15.

       WILL NOT AFFECT REGULAR PROMOTION AVENUES

       THIS MEANS THE FOLLOWING

       SUPPOSE A PERSON JOINED LEVEL 2 AND DOES NOT GET ANY PROMOTION FOR 10 YEARS.  AFTER 10 YEARS HE WILL BE GIVEN MACP IN LEVEL 3.

       SUPPOSE AFTER TWO YEARS OF GRANT OF MACP, HIS TURN FOR PROMOTION TO LEVEL 4 COMES, THEN HE WILL BE NOT BE DENIED PROMOTION TO LEVEL 4

IF ANY UP-GRADATION GETS POSTPONED DUE TO ‘NOT FIT’ OR ‘DISCIPLINARY PROCEEDINGS’, IT WILL CONSEQUENTLY POSTPONE SUBSEQUENT UP-GRADATIONS

EXAMPLES

NOT FOUND FIT

SUPPOSE AN OFFICER BECOMES DUE FOR MACP ON 1.11.2020 BUT IS NOT FOUND FIT DUE TO NOT MEETING THE BENCHMARK OF VERY GOOD, THEN HIS MACP GETS POSTPONED.  IN SUCH A CASE FURTHER MACPs ALSO WILL GET POSTPONED.

DISCIPLINARY PROCEEDINGS

SUPPOSE AN OFFICER BECOMES DUE FOR MACP ON 1.11.2020.  BUT A DISCIPLINARY PROCEEDING IS PENDING AGAINST HIM.  SO HIS CASE WILL BE KEPT IN SEALED COVER. 

SUPPOSE SUBSEQUENTLY, A PENALTY IS IMPOSED ON HIM AND THUS HIS CASE WILL BE CONSIDERD BY THE NEXT SCREENING COMMITTEE.  SUPPOSE HE IS GIVEN MACP W.E.F. 1.4.2022.  SO THE PERIOD OF ONE YEAR 5 MONTHS WILL ALSO BE ADDED IN THE FURTHER MACPs.

THE 3 FUs WILL BE COUNTED AGAINST REGULAR PROMOTIONS AVAILED FROM THE GRADE IN WHICH HE HAS BEEN APPOINTED ON DIRECT RECRUITMENT (OR ON ABSORPTION/RE-EMPLOYMENT), AND HIS REGULAR SERVICE WILL COUNT FROM THIS DATE

SUPPOSE ONE JOINS AS LDC AND IS PROMOTED AS UDC.  THEREAFTER IF HE IS PROMOTED AS ASSISTANT SECTION OFFICER HE WILL BE DEEMED TO HAVE AVAILED TWO PROMOTIONS AT THE TIME OF HIS PROMOTION AS ASO

HOWEVER, IF HE IS APPOINTED AS ASO ON DIRECT RECRUITMENT, HE WILL BE ELIGIBLE FOR THREE MORE UPGRADATIONS FROM THE GRADE OF ASO

HOWEVER, PAST CONTINUOUS REGULAR SERVICE IN SAME/ANOTHER CENTRAL GOVERNMENT DEPARTMENT IN A POST CARRYING SAME PAY LEVEL PRIOR TO REGULAR APPOINTMENT IN A NEW DEPARTMENT, WITHOUT A BREAK, SHALL ALSO BE COUNTED TOWARDS QUALIFYING REGULAR SERVICE FOR MACPS ONLY (AND NOT FOR THE REGULAR PROMOTIONS). HOWEVER, BENEFITS UNDER MACPS SHALL NOT BE CONSIDERED TILL SATISFACTORY COMPLETION OF PROBATION PERIOD

       THE FU UNDER THE SCHEME WILL BE PURELY PERSONAL HAVING NO RELEVANCE TO HIS SENIORITY POSITION

       SUPPOSE A JUNIOR IN THE ASO EXAMINATION FOR THE YEAR 2016 JOINS ON 1.11.2016 BUT THE SENIOR JOINS ON 1.4.2017. 

       AND SUPPOSE THERE IS NO PROMOTION AFTER APPOINTMENT AS ASO FOR OVER 10 YEARS.

       IN THESE CIRCUMSTANCES, WHILE THE JUNIOR WILL BECOME ELIGIBLE FOR GRANT OF MACP ON 1.11.2026, THE SENIOR WILL BECOME ELIGIBLE ON 1.4.2027. 

       HAD IT BEEN A CASE OF PROMOTION?????

       ONCE PROMOTIONAL INCREMENT GIVEN UNDER THE SCHEME, NO SUCH INCREMENT WILL BE ALLOWED ON SUBSEQUENT PROMOTION IN THE HIGHER GRADE

       LET US UNDERSTAND AT THIS STAGE HOW DO WE FIX PAY AT THE TIME OF PROMOTION TO A POST INVOLVING HIGHER DUTIES AND RESPONSIBILITIES AND AT THE TIME OF APPOINTMENT NOT INVOLVING HIGHER DUTIES AND RESPONSIBILITIES

       FR 22 I (a) (1) AND FR 22 I (a) (2)

       WE FIX PAY ON PROMOTION UNDER FR22 I (a) (1) – LET US SEE THE METHOD

       PRESENT PAY

       TAKE IT NOTIONALLY TO THE NEXT CELL

       COMPARE WITH THE CELLS IN THE LEVEL TO WHICH PROMOTED

       IF THERE IS A STAGE IN THIS LEVEL FIX IT THERE OTHERWISE IN A CELL NEXT ABOVE THIS STAGE

       EXAMPLE

       AN EMPLOYEE DRAWING A PAY OF RS.80900 IN LEVEL 11 IS PROMOTED TO LEVEL 12 ON 1.2.2020. HIS PAY IN LEVEL 12 WILL BE FIXED AS UNDER:

       PRESENT PAY 80900

       NEXT CELL 83300

       NO SUCH CELL IN LEVEL 12

       CELL NEXT ABOVE IS 83600

       ONE HAS THE OPTION TO GET ONE’S PAY FIXED EITHER FROM THE DATE OF PROMOTION OR FROM THE DATE OF NEXT INCREMENT.

       WHEN ONE OPTS FOR PAY FIXATION FROM THE DATE OF NEXT INCREMENT, FOR INTERVENING PERIOD ONE WOULD DRAW PAY IN THE LEVEL OF PROMOTION AT A CELL EQUAL TO OR NEXT ABOVE HIS PRESENT PAY.

       IN THE ABOVE EXAMPLE, FROM 1.2.2020 TO 30.6.2020, ONE WOULD DRAW RS.81200.

       AFTER 7TH CPC THERE ARE TWO DATES OF INCREMENT. 

       WHEN ONE OPTS FOR PAY FIXATION FROM THE DATE OF PROMOTION, S/HE WOULD GET INCREMENT ON NEXT 1ST JANUARY IF PROMOTION IS BETWEEN 2ND JANUARY AND 1ST JULY (BOTH DAYS INCLUDING) AND NEXT 1ST JULY IF PROMOTION IS BETWEEN 2ND JULY AND 1ST JANUARY (BOTH DAYS INCLUDING).

       IN CASES OF APPOINTMENT FROM ONE LEVEL TO ANOTHER WHERE IT DOES NOT AMOUNT TO PROMOTION THE PAY IN THE NEXT LEVEL IS FIXED AT A STAGE EQUAL TO OR IMMEDIATELY ABOVE ONE’S PAY IN THE PRESENT LEVEL WITHOUT ALLOWING PROMOTIONAL INCREMENT. [FR22 I (a)(2)]

       HERE AGAIN ONE WILL HAVE THE OPTION TO GET PAY FIXED IN THE NEXT LEVEL EITHER FROM THE DATE OF APPOINTMENT OR FROM THE DATE OF NEXT INCREMENT.

       IF REGULAR PROMOTION REFUSED BEFORE BECOMING ENTITLED TO FU, NO FU SHALL BE ALLOWED.

       THIS IS BECAUSE MACP IS A FALL BACK OPTION FOR PROMOTION.

       IF ONE REFUSES PROMOTION, THIS MEANS THAT HE DOES NOT NEED PROMOTION

       SO HE IS NOT GIVEN MACP ALSO

       HOWEVER, IF FU AVAILED AND SUBSEQUENTLY REGULAR PROMOTION REFUSED, THE FU ALREADY ALLOWED SHALL NOT BE WITHDRAWN BUT SUBSEQUENT FUs GET POSTPONED

       THE PERIOD FROM THE DATE OF REFUSAL/DEBARMENT TO THE DATE ONE CONVEYS HIS WILLINGNESS FOR PROMOTION WILL BE ADDED TO THE DATE ON WHICH THE NEXT MACP BECOMES DUE

       ON TRANSFER, SERVICE IN THE PREVIOUS ORGANIZATION/OFFICE SHALL BE COUNTED ALONG WITH THAT IN NEW ORGANIZATION/OFFICE

       REGULAR SERVICE INCLUDES DEPUTATION/FOREIGN SERVICE/ALL KINDS OF SANCTIONED LEAVE.

       PAST SERVICE IN STATE GOVERNMENT/ STATUTORY BODY/AUTONOMOUS BODY/PSU SHALL NOT BE COUNTED TOWARDS REGULAR SERVICE.

       BENEFITS OF THE SCHEME EXTENDED TO REGULAR SCDs AS A FALL BACK OPTION

       DIES NON NOT COUNTED AS REGULAR SERVICE

       THE BENCH MARK IN MACP AFTER 7TH CPC SHALL BE UNIFORMLY VERY GOOD IRRESPECTIVE OF WHETHER PROMOTIONS ARE GIVEN ON SELECTION OR ON NON-SELECTION BASIS

THIS SHALL BE EFFECTIVE FOR UPGRADATIONS UNDER MACPS FALLING DUE ON OR AFTER 25.07.2016 AND THE REVISED BENCHMARK SHALL BE APPLICABLE FOR THE APARs FOR THE YEAR 2016-17 AND SUBSEQUENT YEARS.

THE BENCHMARK FOR THE YEARS 2015-16 AND EARLIER YEARS SHALL CONTINUE TO BE AS PER THE MACP GUIDELINES ISSUED VIDE DOPT O.M. DATED 19.05.2009

AS PER THESE GUIDELINES THE FINANCIAL UPGRADATION WOULD BE NON-SELECTION BASIS IN THE HIERARCHY OF GRADE PAY WITHIN THE PB-I

THEREAFTER FOR UPGRADATION UNDER THE MACPS THE BENCHMARK OF 'GOOD' WOULD BE APPLICABLE TILL THE GRADE PAY OF RS. 6600/- IN PB-3

THE BENCHMARK WILL BE 'VERY GOOD' FOR FINANCIAL UPGRADATION TO THE GRADE PAY OF RS. 7600 AND ABOVE.

NO RESERVATION ORDERS/ROSTER SHALL APPLY TO THE MACPS, WHICH SHALL EXTEND ITS BENEFITS UNIFORMLY TO ALL ELIGIBLE SC/ST EMPLOYEES ALSO

HOWEVER, THE RULES OF RESERVATION IN PROMOTION SHALL BE ENSURED AT THE TIME OF REGULAR PROMOTION

FOR THIS REASON, IT SHALL NOT BE MANDATORY TO ASSOCIATE MEMBERS OF SC/ST IN THE SCREENING COMMITTEE MEANT TO CONSIDER CASES FOR GRANT OF FINANCIAL UPGRADATION UNDER THE SCHEME.

WHERE A SENIOR GRANTED MACP BEFORE 1.1.2016 DRAWS LESS PAY IN THE REVISED PAY STRUCTURE THAN HIS JUNIOR WHO IS GRANTED MACP ON OR AFTER 1.1.2016, THE PAY OF SENIOR IN THE REVISED PAY STRUCTURE SHALL BE STEPPED UP TO AN AMOUNT EQUAL TO THE PAY AS FIXED FOR HIS JUNIOR IN THE HIGHER POST WITH EFFECT FROM THE DATE OF MACP OF THE JUNIOR SUBJECT TO THE FOLLOWING :-

(a) BOTH THE JUNIOR AND THE SENIOR BELONG TO THE SAME CADRE AND THEY ARE IN THE SAME PAY LEVEL ON GRANT OF MACP;

(b) THE EXISTING PAY STRUCTURE AND THE REVISED PAY STRUCTURE OF THE LOWER AND HIGHER POSTS IN WHICH THEY ARE ENTITLED TO DRAW PAY ARE IDENTICAL;

(c) THE SENIOR AT THE TIME OF GRANT OF MACP IS DRAWING EQUAL OR MORE PAY THAN THE JUNIOR;

(d) THE ANOMALY IS DIRECTLY AS A RESULT OF THE APPLICATION OF THE PROVISIONS OF FR22 OR ANY OTHER RULE OR ORDER REGULATING PAY FIXATION ON SUCH GRANT OF MACP IN THE REVISED PAY STRUCTURE

       IF PROMOTIONS IN THE PROMOTIONAL HIERARCHY ARE IN THE SAME LEVEL SUCH PROMOTIONS SHALL BE COUNTED FOR THE PURPOSE OF THE SCHEME.

       EXAMPLE

       PROMOTIONS IN THE MERGED SCALES WILL BE IGNORED FOR THE SCHEME.

       EXAMPLE

       NO CHANGE IN DESIGNATION, CLASSIFICATION OR HIGHER STATUS

       THE ENTITLEMENTS RELATING TO THE POST WILL REMAIN THE SAME

       HOWEVER THE ENTITLEMENTS RELATING TO PAY WILL BE CHANGED

       EXAMPLE

       THE GP OF THE SUBSTANTIVE POST WILL DECIDE THE ELIGIBILITY/ ADMISSIBILITY FOR APPOINTMENT ON DEPUTATION

       OPTION TO DRAW THE PAY IN THE HIGHER SCALE UNDER ACP/MACP SCHEME WITHOUT DEPUTATION ALLOWANCE DURING DEPUTATION, IF IT IS MORE BENEFICIAL THAN THE NORMAL ENTITLEMENTS UNDER THE EXISTING GENERAL ORDERS REGULATING PAY ON APPOINTMENT ON DEPUTATION BASIS

A SCREENING COMMITTEE SHALL BE CONSTITUTED IN EACH DEPARTMENT

THE SCREENING COMMITTEE SHALL CONSIST OF A CHAIRPERSON AND TWO MEMBERS

THE MEMBERS SHALL COMPRISE OFFICERS HOLDING POSTS WHICH ARE AT LEAST ONE LEVEL ABOVE THE LEVEL IN WHICH THE MACP IS TO BE CONSIDERED AND NOT BELOW THE RANK OF UNDER SECRETARY EQUIVALENT IN THE GOVERNMENT

THE CHAIRPERSON SHOULD GENERALLY BE A LEVEL ABOVE THE MEMBERS OF THE COMMITTEE

WHERE THE APPOINTING AUTHORITY IS THE PRESIDENT AND SCREENING COMMITTEE IS CONSTITUTED IN MINISTRY/DEPARTMENT, THEN THE POWER TO APPROVE THE RECOMMENDATIONS IS DELEGATED TO THE SECRETARY OF SUCH MINISTRY OR DEPARTMENT

WHERE THE SCREENING COMMITTEE IS CONSTITUTED IN AN ATTACHED/SUBORDINATE OFFICE, ETC. THEN THE POWER IS DELEGATED TO THE HEAD OF SUCH ORGANIZATION

IN ALL OTHER CASES, THE POWER SHALL BE WITH THE APPOINTING AUTHORITY.

IN ORDER TO PREVENT UNDUE STRAIN ON THE ADMINISTRATIVE MACHINERY, THE SCREENING COMMITTEE SHALL FOLLOW A TIME-SCHEDULE AND MEET TWICE IN A FINANCIAL YEAR

CASES MATURING DURING THE FIRST-HALF OF FINANCIAL YEAR (APRIL-SEPTEMBER) SHALL BE TAKEN UP FOR CONSIDERATION IN THE FIRST WEEK OF JANUARY

CASES MATURING DURING THE SECOND-HALF OF FINANCIAL YEAR (OCTOBER-MARCH) SHALL BE TAKEN UP FOR CONSIDERATION IN THE FIRST WEEK OF JULY

EXISTING TIME-BOUND/IN-SITU/OR ANY OTHER PROMOTION SCHEME EXISTING FOR A PARTICULAR CATEGORY OF EMPLOYEES MAY CONTINUE FOR SUCH EMPLOYEES, IF IT IS DECIDED BY THE CONCERNED AUTHORITIES TO RETAIN SUCH SCHEMES

OR THEY MAY SWITCH-OVER TO THE MACPS

HOWEVER, THESE SCHEMES SHALL NOT RUN CONCURRENTLY WITH THE MACPS

IN CASE OF TRANSFER 'INCLUDING UNILATERAL TRANSFER ON REQUEST', REGULAR SERVICE RENDERED IN PREVIOUS ORGANIZATION/OFFICE SHALL BE COUNTED ALONG WITH THE REGULAR SERVICE IN THE NEW ORGANIZATION/OFFICE FOR THE PURPOSE OF GETTING FINANCIAL UPGRADATIONS UNDER THE MACPS

WHEREVER AN OFFICIAL, IN ACCORDANCE WITH TERMS AND CONDITIONS OF TRANSFER ON OWN VOLITION TO A LOWER POST, IS REVERTED TO THE LOWER POST/GRADE FROM THE PROMOTED POST/PAY LEVEL BEFORE BEING RELIEVED FOR THE NEW ORGANIZATION/OFFICE, SUCH PAST PROMOTION IN THE PREVIOUS ORGANIZATION/OFFICE WILL BE IGNORED FOR THE PURPOSE OF MACPS IN THE NEW ORGANIZATION/OFFICE.
