Meaning of the Rule:

A govt servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty.

The Delhi (Right of Citizens to Time Bound Delivery of Services) Act, 2011.

Notification dated 13 Aug 2014 issued  by the Department of Information Technology of Govt  of NCT of Delhi  under Section 15 of the above Act.

The Notification contains a consolidated list of 361 services covered under e-SLA. (e-Service Level Agreement)

The consolidated list has prescribed the time limits for delivery of the services, department-wise.

Compliance of the time limits is mandatory.  

Action expected from govt servants

Carefully read the Act and the Rules notified under the Act;

Identify the department in which you are posted;

Identify the services allotted to your department which are covered under e-SLA;

List out the prescribed time limits wrt to each service;

Put up files with the requisite priority.

STAFF GRIEVANCE OFFICER (SGO) TO HEAR GRIEVANCES PERSONALLY ONCE A WEEK

DECIDE WITHIN 15 DAYS, IF NOT,

INDICATE LIKELY DATE OF DECISION.

NO GRIEVANCE SHOULD BE PENDING BEYOND THREE MONTHS.

ISSUE SPEAKING/REASONED REPLIES.

REVIEW EXISTING SYSTEMS IN ESTABLISHMENT AND OTHER MATTERS.

DECISION WITHIN TWO WEEKS IN ROUTINE PERSONAL MATTERS.

SGO SHOULLD HAVE POWERS TO CALL FOR FILES AND TAKE A DECISION WITH THE APPROVAL OF THE SECY ON PENDING GRIEVANCES BEYOND THREE MONTHS.

SGO SHOULD REPORT DIRECTLY TO SECY/HOD AND

HIS RELATIONSHIP WITH THE LINE FUNCTIONARIES WELL DEFINED.

IF CANNOT ACCEDE – REASONED REPLY WITHIN TIME LIMIT

A separate register of communications received from Members of Parliament/Members of State Legislature in the form given in Appendix-45 of Manual of Office Procedure (MOP);

To keep a special watch on speedy disposal of communications by maintaining a register in the form given in Appendix-46 of MOP;

On the first working day of each month status to be submitted vide register in the form given in Appendix-47 of MOP. 

Parliament/Assembly Questions & Assurances

Questions:

On receipt of the Advance Copy of the Question in the Provisionally Admitted Form

IMMEDIATELY prepare draft REPLY and draft Material for SUPPLEMENTARIES.

Move the file by hand for approval of the drafts at all levels up to the Minister concerned;

Be constantly in touch with the Parliament/Assembly Section of the department to obtain final form of the question and its admission;

Review draft after receipt of the printed list of admitted questions.

Assurances:

Stipulated period of fulfilling an assurance is THREE MONTHS;

Incase unable to meet deadline extension of time to be sought from Committee on Government Assurances giving detailed justification;

A watch on disposal of assurances within prescribed time limit to be kept vide register in the form prescribed in Appendix-52 of MOP.

Audit Paras

Time limits for reply:

Preliminary/First Stage Reports(Half Margin Cases) : Within THREE days;

Local Audit Report : Within THIRTY days;

Remedial actions : Within NINETY days;

On proposed draft paras from AG Office : IMMEDIATE reply.

Vigilance/Disciplinary cases

To be processed on PRIORITY and completed within time limits as per instructions issued by the CVC/DOPT/Vigilance Manual;

SEVEN DAYS from date of decision of the Disciplinary Authority;

Completion of Inquiry and submission of Report 

SIX MONTHS;

Conclusion of Major Penalty proceedings :

EIGHTEEN MONTHS from the date of issue of the Charge Sheet.

Weekly/Monthly Arrear Statements

MONTHLY Arrear Statement as per format prescribed in Appendix-38 of MOP.
